The Solution

We can reduce gun violence by regulating gun ownership based not on the background and history of the gun owner but based on the lethality of the gun which someone intends to own.

We currently regulate the ownership of full-automatic weapons (a.k.a., machine guns) following from the National Firearms Act (NFA) passed in 1934.

If we add bottom-loading, semi-automatic guns chambered for military ammunition to the NFA roster, such a law would not violate the 2nd Amendment but would require owners of such weapons to pass a more rigorous background check.

There are currently 60,000 NFA weapons in private hands, and the last time such a weapon was used in an assault was 1948.
